PLANS to make 10 libraries in Surrey volunteer-run face fresh delays after Surrey County Council's communities select committee 'called in' the libraries decision for further scrutiny.

Residents' Association and Liberal Democrat members of the committee demanded the call-in, saying the decision was irrational and unreasonable and citing public outrage over the move.
