WAVERLEY Council has taken small steps toward issuing Compulsory Purchase Orders for parts of the East Street redevelopment site not yet within its control.

But the move does not, as some at first assumed, involve the old cinema site and The Marlborough Head pub, the owners of which have both declined to sell to Waverley.
