A PROPOSAL for pubs and bars to pay police an anti-social behaviour tax, a pledge to freeze council tax and a plan to pool resources to make tens of millions of pounds of savings were discussed at a debate on Surrey's public services.
Surrey Police Chief Constable Mark Rowley made reference to a coalition proposal for late-night alcohol licence holders to contribute towards the cost of tackling anti-social behaviour linked to drinking.
