POLICE may be sending the vibe to criminals that towns and villages in the borough are easy pickings, according to the leader of Waverley Borough Council.
Robert Knowles, who himself worked for 39 years as an officer and civilian for Surrey Police, has instituted a scrutiny committee review into the force's work in the borough.
