This year has been challenging for many of us. Decisions made at a national level have had a real and lasting impact on our residents, and I fully recognise the strain this has placed on households and businesses across East Hampshire.

These are difficult times, and while we cannot change the direction set by government, we can choose how we respond as a community. That response must be one of strength, compassion and unity.

One of the most important things we can do right now is support our local economy. Our pubs, restaurants and independent businesses are the lifeblood of our towns and villages. They provide jobs, character and a sense of belonging. If we don’t support them now, we risk losing them forever. So, as you celebrate with family and friends this festive season, please consider making those celebrations local. Every pint, every meal, every purchase helps keep our community vibrant and thriving.

Looking ahead, the Local Plan will be a major focus in the coming year. I know this will divide opinion and, for some, create concern about the future.

We have had our housing target almost doubled by the Government and at the same time the South Downs National Park protects more than half of the district from development. That means we must find twice the housing in half the available land.

These decisions are not easy, but we must face them head on. We cannot bury our head in the sand.

Ignoring the Government or abandoning the Local Plan process would not mean no housing, it would mean no control. It would mean no infrastructure, no affordable homes, no protection for our most sensitive sites and almost no say on where new homes will be built. That’s why we must all engage in the process and make sure we submit a Local Plan that leaves us making the decisions, not developers.

I want to reassure you that we remain committed to listening, engaging and working with you to shape the best possible future for our district. Your voice matters, and together we can ensure that East Hampshire continues to be a place we are all proud to call home. Despite these challenges, there is so much to celebrate. The way our community has come together this year has been nothing short of inspiring. Volunteers, charities and local groups have shown incredible dedication, supporting those most in need and reminding us what true community spirit looks like. I also want to thank our council staff, who have worked tirelessly to deliver services and support residents during these uncertain times. Their commitment and professionalism make a real difference every day.

As we move into 2026, let’s carry that spirit forward. Let’s continue to look out for one another, support our local businesses and work together to overcome the challenges ahead. East Hampshire is a strong and caring community and that is something worth celebrating.

On behalf of the council, I wish you all a joyful Christmas and a hopeful, prosperous New Year.

Thank you for everything you do to make our district such a special place.
