ALTON Town Council leader Peter Whitmarsh has refuted allegations that a scheme to build social housing on the Whitedown allotment site and provide an alternative in Chawton Park Road had been hatched in private.
Press and public had been excluded from discussions so far because the idea was in its infancy and the council did not want to raise a false alarm should it have been deemed a non-starter, he said.
