The recently-formed youth umbrella group, which incorporates 35 local organisations, has written to all youth-orientated clubs in the town and asked them to send along a young representative to a workshop later this month.
It is hoped that the young people will be able to highlight the things that are needed so that an action plan can be got off the ground.
Umbrella group chairman Rick Davidson explained: "We have received many exciting suggestions from young people and the organisations that help them.
"We need to take these ideas forward by agreeing a plan of action which can be used as a basis for seeking financial and other support from the public and private sectors.
"These ideas can then be turned into real projects and facilities.
"We have succeeded in attracting funds from the South East England Rural Towns/Rural Life Initiative to enable this plan of action to be produced.
"The first step is to hold a workshop to capture the young people's ideas and suggestions, which can be worked up into an agreed action plan.
The meeting will take place at the Forest Community Centre from 6-45 pm on Monday, July 23. It will be followed by a second meeting to finalise the action plan on Wednesday, September 12.
Anyone who would like more details about the workshops can contact the clerk of Whitehill Town Council, Linda Tiley, on 01420 473123.
p News of the £1,500 grant from the Rural Towns Initiative was announced at Whitehill Town Council's finance and policy committee.
Clerk Linda Tiley pointed out that following the initial bid, the group may well apply for a further grant.
The council agreed to support the youth umbrella group, on which it is represented, by authorising spending of up to £100 to help with the administrative costs of the group.
East Hampshire District Council's economic development manager Mike Gibbs, who submitted the grant request on behalf of the town council, said: "Whitehill Town Council had recognised that dealing with youth issues was a priority and because of this I managed to make an argument for fast-track funding of £1,500 to help run workshops to identify issues in order to take up an action plan which can be used as a further basis for funding."
