PETERSFIELD's first lady of local government, Elsa Bulmer, returned to the council chamber at East Hampshire District Council last week to receive a special award.

Former district councillor and town mayor Mrs Bulmer was presented with a special commendation for outstanding achievement by Help The Aged. She had been shortlisted from more than 300 nominations for the 1999 Help The Aged Golden Awards.
