THE Pavilion Housing Association, which took over council housing from Rushmoor Borough Council four years ago, is considering a comprehensive shake-up of rents for former council tenants.
The association, which owns many of the homes on the Sandy Hill Estate at Farnham, is to decide in January on proposals which could see some tenants paying less and others more.
