THE NHS Executive has once again succeeded in frustrating a local bid to redevelop Alton's Lord Mayor Treloar Hospital with a ruling that an eleventh-hour withdrawal of Crown consent for the community's application was in fact legal.

Having sought legal advice, East Hampshire District Council has been told that permission granted by the Crown for the original application did not extend to the amended proposal put before district planners for consideration in December.
