WINCHESTER City Council has blamed what it called a "perfect storm" of bad weather and other traffic problems in the area for the gridlock surrounding the JLS concert.

Many fans missed all or part of the gig at Matterley Bowl between Alresford and Winchester on June 17. Others simply gave up and went home.
