EAST Hampshire District Council has apologised to residents of Park Close Road after bins went uncollected for more than three weeks because the road is “narrow”.

The issue started as the council’s previous contract with Biffa finished at the end of September.

A new arrangement with Havant Borough Council has seen the authority employ the service of Norse South East to collect the district’s rubbish.

Park Close resident Richard Walters told the Herald they ended up in a “stalemate situation” with the council.

“For an entire month bins have not been collected, and despite constant complaints from almost every resident, and many promises to resolve, nothing has been done,” he said last week.

“I’ve seen other residents literally chasing the bin lorry down the street, begging the crew to take their rubbish.”

Mr Walters felt “the council has proved themselves to be ineffective” and spoke of a “huge communication breakdown”.

Although the bins were finally emptied last week, Mr Walters said “nobody at the council can explain why it’s taken so long” so he is “not confident that this won’t continue to be an issue in the future”.

Fellow Park Close resident Kate Aulman said Biffa very rarely had issues with access.

She is concerned about the possibility of alterations to the road as parking is already “difficult enough”.

A district council spokesman said they were “very sorry for the problems”.

?“The road is made narrow in places by parked cars at times, so Norse South East is reviewing the size of vehicle that should be used on the road,” the spokesman added.

?“We will keep residents informed if there are any changes to their collections as the result of this review.”
