THREE Liss householders are appealing against refusals of planning permission for properties in the same terrace.

Residents at 1, 3 and 4 Springfield Terrace had made three separate planning applications to East Hampshire District Council.

Springfield Terrace is a row of terraced Victorian dwellings in the conservation area in the centre of Liss.

Mr and Mrs M Cooper at No 1 had applied to build a first floor extension to the rear and a new porch to the front. Mrs Broadmeadow at No 3 had applied to build a first floor extension to the rear, and Mr and Mrs J McArthur at No 4 had applied to build a first floor extension, with alterations to the roof.

The planning applications on numbers 3 and 4 were refused on May 19. Liss Parish councillors said they believed that the two applications had to be considered together. They objected on the grounds that the proposed extensions would alter the character of the terrace to the detriment of the Liss Conservation Area in which they lay.

Councillors said they did not consider that the existing extension of No 6 Springfield Terrace set an adequate precedent for approving the current applications.

The extensions represented an overdevelopment of the area that would almost inevitably lead to applications for the remaining cottages, further harming the Conservation Area, they said, adding that the extensions would overbear the gardens of 1 Pine Cottage.

The district council's reasons for refusal were the same in both cases. They believed that the proposal would result in an excessive building bulk abutting the boundary, detrimental to the visual outlook and amenities of the neighbouring properties and harmful to the character and appearance of the locality and conservation area.

The proposed first floor rear extension by virtue of its massing and bulk represented an unacceptable addition to the property, detrimental to the character and appearance of the street scene conservation area and existing property, the council said.

In the opinion of the planning authority the proposal, if permitted, would result in demonstrable harm to the locality contrary to the policies of the development plan, and establish an undesirable precedent for other similar proposals which would be difficult to resist, the cumulative effect of which would be to further erode and detract from the character and appearance of the area. 

The planning application for No 1 was refused on June 25. Liss Parish Council objected on the grounds that the proposal would alter the character of the terrace to the detriment of the Liss Conservation Area in which it lay.

The extension represented an overdevelopment of the area that would lead to applications from the other cottages, further harming the conservation area, the council said. The reasons for the recent refusal of application for No 3 were applicable to this application.

The district council considered the proposal would result in an excessive building bulk abutting the boundary detrimental to the visual outlook and amenities of the neighbouring property and harmful to the character and appearance of the locality and the Liss Conservation Area.

Once again EHDC believed that the proposal, if permitted, would result in demonstrable harm to the locality contrary to the policies of the Development Plan and establish an undesirable precedent for other similar proposals which would be difficult to resist, the cumulative effect of which would be to further erode and detract from the character and appearance of the area.

It has been agreed that the appeals on No 3 and No 4 will be dealt with at a hearing.

It has also been agreed that the appeal on No 1 will be determined by written representations.
