THE local health watchdog is formally blocking proposals to strip Farnham Community Hospital of beds.
The West Surrey and North East Hampshire Community Health Council's decision means Health Secretary Alan Milburn will decide the matter if health chiefs press on with the controversial measures - a decision is expected on October 19.
