EAST Hampshire district councillors are being forced to adopt a new fortnightly rubbish collection system in an attempt to combat growing problems with the service.
Members of the environmental committee were told last week that changes in the rubbish collection service were urgently needed due to the serious problem of garden waste being dumped in wheelie bins.
